A Stronger Emphasis on
Working Together (One Programme in Ethiopia)
The
United Nations Development Assistance Framework (UNDAF) is the UN’s common
strategic framework for 2007-2011. It sets out agreed priority areas for
supporting the Government’s Plan for Accelerated and Sustainable Development in
Ethiopia (PASDEP) and the expected inputs and outcomes of UN work in Ethiopia.
The Country Programme Action Plans (CPAP) of the Ex-com Agencies set out how
their programmes support the UNDAF priorities.
The UNDAF Mid term Review
commenced in April. It is a light touch review with a thematic approach.
Individual agency reviews where conducted will feed into the overall review. In
April and May sub-national and thematic reviews will be conducted leading to a
national Joint MTR with Government in June.
Taking forward Delivering As One will be an important focus of these
review meetings. Formal revisions to the UNDAF document and to thematic and
coordination structures will be proposed in July.
The Mid Term Review of UNDAF in
2009 will be used to identify increased opportunities for Joint Programming and
Joint Programmes to re-enforce collaborative working and to strengthen existing
collaborative work. In areas where UNDAF is not progressing well and existing
donor mechanisms are not well developed
a limited number of new Joint
Programmes in key areas will be developed The review will also consider the way
in which the UN agencies integrate into national planning frameworks and multi
donor support instruments.
UN Joint Programmes
A Joint Programme on HIV/AIDS has
been operating in Ethiopia
since 2007. It is the entirety of the UN’s support to the national response to
Aids in Ethiopia
based upon the Outcomes and Outputs in UNDAF. It is coordinated by UNAIDs and
there are 11 contributing UN Agencies. Total funding of over $100m is foreseen
for the 5 year period.
Five new joint programmes have been approved recently with
funding from the MDG Achievement Fund supported by the Spanish Government. These
are:
- Leave No Woman Behind: UNFPA and WFP
- Children Food and Nutrition: UNICEFand WFP
- Edible Oil Value Chain Enhancement : UNIDO, FAO and ILO
- Environment and Climate Change Pastoralist Communities UNDP, UNEP and FAO
- Harnessing Diversity for Sustainable and Social Change: UNESCO and UNDP
Two workshops have been held in April and
May to review the experience of Joint Programmes in Ethiopia
and elsewhere and in developing criteria and areas for new Joint programmes in Ethiopia.
National Planning Frameworks
Ethiopia
has been developing strong Government led National Planning frameworks in a
number of areas. Those in Education and Health have been operating for a number
of years under the aegis of the Health and Education sector development plans.
In the health sector this has been strengthened by the International Health
Partnership. UN agencies such as WHO and UNFPA have been active in aligning
their support within these frameworks.
Recent years have
also seen increased donor collaboration around multi donor aid instruments.
Some UN agencies are major collaborators in these for example WFP and UNICEF play
a leading role in support to the Productive Safety Net Programme and UNDP
provides the management for the Democratic Institutions Programme.
