One Budgetary Framework

Once the Joint Programmes have been identified it should be possible to establish a Single Budgetary Framework to include all resources devoted to Joint Programmes. Note it is not at this stage envisaged to try to establish a Single Budgetary Framework for the whole of UNDAF. Activities outside Joint Programmes will continue to be financed separately. Reporting on all UNDAF activities whether or not supported by Joint programmes should as unified as possible. It is hoped that the system will evolve so that there could be a Single Budgetary Framework for the whole of the next UNDAF.

The advantage of a single budgetary framework is that it holds the opportunity of mobilizing additional funds and thus enabling the UN system to deliver what is planned for and agreed. It will also help achieve the objectives of transparency and predictability in aid delivery.

For each programme of each Agency; the Single Budgetary Framework would show:

  • Agency Contribution of Regular resources by year
  • Firm Commitment of other Resources from donors
  • Funding Gap

An approach could then be made to donors and other funding sources for additional resources to meet the funding gap. This should help avoid the distorting effect of fund availability driving programme content which is a feature of the some of the present funding modalities e.g. The Spanish MDG Fund proposals.

A  One Fund would then be set up for additional donors’ resources to be mobilized as has happened in the pilots. It will be important for Ministry of Finance and Economic Development (MoFED) to play a leading role in the One Fund.

The One Fund would operate on the already approved and tested joint funding models.  Wherever possible the Joint programmes should support pool funding mechanisms with a single UN Managing Agent supporting national partner’s implementation as most in line with Aid effectiveness principles.  A single Administrative Agent  would be used for the overall financial administration of the One Fund. This would be a combination of pass through and pooled funding mechanisms, the basic documents for which have been developed

  • Once the review of UNDAF has been produced a Single Budgetary Framework will be drawn up to include all resources to be mobilized by UN Agencies from all sources in support of UNDAF and to identify funding gaps.
  • A One Fund would then be set up as a channel for additional resources to be mobilized from donors.
